An IT Strategy is the IT Department’s compass.  It tells both the Company and the IT Depart-ment where it is going and how it will get there, as opposed to reacting to events as they occur. 

An effective IT plans requires an overall business strategy.  The lack of a written business plan severely handicaps a realistic IT strategy.  Without knowledge of the company’s overall plans, IT Departments have, in extreme cases, developed systems for business units that were being eliminated.
